Usually it would mean that he wants attention; however, from the sound of things, he is having separation anxiety from his litter or former environment. It might take a little while for him to get use to his new surroundings; so instead of just trying to console him, try to have him come to you. Hopefully, he will get adjusted to his new environment and living with you.

Cats make noises to communicate just like people do. Your kitten is only 4 months old. He is like a baby. He smells and hears new things every day and he gets a bit scared and lonely. He is meowing to tell you he needs attention and reassurance from you that all is OK. Stop complaining and be responsible about caring for your cat and be his friend. He will love you and become the most sincere and comforting friend you will ever have.

He might be scared of his surroundings. Are there any noises that could be disturbing him? Also, did you get him as an abbussd animal before he came to live with you? There is also a family matter: Do you think that you are giving him enough love that he will forget him old family that gave him birth. Hope this helps!
