If I understand your question, you are asking what program to use and how to create a web site...

Recommend that you go to geocities.com (a site run by Yahoo) and sign up for one of their free web pages. They have an online program that helps you step by step to get a web site up and running. Once have the a working site, you can play around with it, read throught their online tutuorials, and learn some HTML programming to improve the site. If you work at it a bit, it is not hard to learn how to create web sites. In a few weeks you will be able to create one without having to use their program to help you.

The first thing yiou will need is a hosting company to host your site. I have found a great hosting solution with tons of features for free with no ads at all. It is at http://www.freewebdot.com/. The service itself is free, but you must purchase a domain for ~$8/year (i.e. your_domain.com). They offer great features like ASP.net, MySQL, MSSQL, and php support not to mention 3 GB space and unlimited email accounts and more. There are tons more if you just search for them.

That takes care of your hosting, but you will also have to get a website made for you or make one yourself. You can do this with html, php, asp.net.... the list goes on. A great free development tool is Microsofts Visual Web Developer Express which you can download here: http://msdn.microsoft.com/vstudio/expres... again, there are a ton more editors outthere, but this one is great and free!

I'm not sure what exactly you are asking...do you want a program to create a website? If so, you can use Notepad if you know HTML code. If you don't know HTML, try using NVU...it's free and works like Dreamweaver or Frontpage.

Could you please be more specific? In general, i would recommend using FrontPage, or if your an advanved user i would suggest using Dreamweaver!
