let the SPCA do the trapping, you save them from the shelter. Lots of places have high euthanasia rates, save the kittens from there. Be prepared to keep them for yourself though if noone wants them after you've adopted them.

You have to get them to trust you. Put some food out. When you see them eating, go sit about 5 feet away. They may run but they will come back. Let them see that you don't want to hurt them. They will eventually get used to your presence.
