One has to learn English so that the person can go freely any where in the world. It is the International language spoken almost everywhere in the world. If it is not his mother tongue then it is not a must for him to learn.
NOW the question is for whom it is a must. --
Those who want to go for international business. Who wants to go search Internet, who wants to see well renowned movies ( James bond, star wars etc in its original language). Who wants to see BBC, CNN. Who wants to read articles, books. Who wants to travel no of countries-- etc etc, can learn french, Italian Spanish or English. I think field of English is more vast. Now if stay in your own country, where English is not spoken, and you do a small job, or run a small business, you don't require it. Or if you are big fish still you don't need it, you may employ other persons who will translate things for you.
So it depends on need. As it is needed in most cases people learn it.
My mother tongue is not English. Still I learn it, though I don't have to speak in it,still it is useful. See I may not know the vast world of yahoo answer thing unless I learn this Language.

English is considered to be the International Language if I remember correctly which is always a good reason to learn it! Also, it will give you an edge when going for a job and will be a personal enjoyment for you to use when travelling.
