What do I do to get the center done and yet not over cook the outside?

try using a lower temp?

My best advice would be to buy and oven thermometer and verify that the temperature on the dial is accurate to oven temp. Most ovens can be calibrated.
If you don't want to go to that trouble try reducing temp by 25 degrees and increasing baking time by 20 minutes.

It sounds like your oven might need cleaning, replacing or learning to rotate or adjust your various cooked items to achieve results.

But, I do have a suggestion that I got off of foodnetwork. Alton Brown used a large Terra cot ta pot over a dish to promote even cooking. Go to Garden Ridge Pottery, Lowe's, or Home Depot and buy a real pot that will accommodate the size of your oven and dish. Don't forget to have a landing place for this big hot pot when you are ready to remove your food.

Also, save the receipt in case I am wrong.

Every oven cooks differently. Sounds like you just need to increase the cooking time. The outside should still be fine.

What are you using as a sweetener? I have found that honey is an absolute disaster for cookies, and also "lite" margarines, because of the added water.
Also, you might want to get an oven thermometer.
