highlights = lighter
low lights = darker. for a big punch go with highlights. for a subtle twist of color and to add contrast go for lowlights. also only get highlights if they are done right otherwise they look really cheap and uneven. no one misses a bad dye job.

Actually, highlights and low lights can be the same color. It isn't as much of a lighter/darker as it is a brighter/duller.
When sections of hair are highlighted, those sections (because of the product used - metallic and such) pick up high quantities of the light spectrum, while the low lights pick up low quantities. Hence the names. It is almost like translucency and transparency.

with highlights you lighten the hair color with low lights you darken it, lowlights are really "in" right now, but if you want a really cool look do them both, and if you get the right colors, it will look really nice

i think highlights is streaking your hair lighter, as in if u have brown hair and u wnt blonde streaks, and lowlights are the opposite, as in if u have blonde and wnt brown streaks, or brown and want red
