how do you negotiate to paying less than you on bills that are over 7 years old so you can try to clear it up can you negoticate to pay lower to clear it up HOW DO YOU DO THAT

Any debt that has been charged off for over 7 years is uncollectible. This means that the statute of limitations has likely expired (check your state requirements) and that the item should have dropped from your credit score.

You can dispute old items on your credit report.

If it's been 7 years since you last paid anything, don't do it now.
It can actually hurt your credit. Paying now actually makes your accounts look more current. The longer you don't pay, while bad at first, the less it will affect your credit score .
Once you become delinquent and the account is never brought current, it will drop off your credit report in 7 years.
The 7-year period shall begin, with respect to any delinquent account that is placed for collection (internally or by referral to a third party, whichever is earlier), charged to profit and loss, or subjected to any similar action, upon the expiration of the 180-day period beginning on the date of the commencement of the delinquency which immediately preceded the collection activity, charge to profit and loss, or similar action.
Also check with your state's statute of limitations on how long the collection agency has to collect on the debt.
