Yep. LOVE. God understands love in a way human beings never will. He created us because He loves us, He gave us the Bible because He loves us, He sent Jesus to die for our sins because he loves us (John 3:16), He promises to forgive all our sins, no matter how "bad" they are or how many of them we commit because He loves us, but most importantly, He gives us the choice because He loves us.

Human beings are creatures of conditional love. No matter how much love you have for another human being (even a spouse or a child) there comes a point where human beings say "I'll love you IF _________." God never stops loving us. He cannot abide with our sins, and we cannot be with Him in Heaven if we have sin in our lives, but God has already dealt with that. Jesus paid the price for our sins, so salvation is a free gift. All we have to do is accept it on God's terms. And God doesn't force us to do things His way. He knows that's not love. He tells us what we need to do in order to be with Him when our life here on Earth is over, but then He lets us decide whether we will obey Him or not.

So, just like the old hymn says, God IS love.
