He is both in and outside of time. For him to submit completely to time would be for him to be subject to his creation. On the other hand he is intimately involved with his creation in the time dimension. So my answer Yes. God is both in and out of the unviserse where time present. Fascinating when considering the space-time continuum. That God can be anywhere (both in and outside the universe) because he is not subject to time. Goes along with multi-dimensional theory.
