depends if it's a discreet scratch or if it's a full on itch-fest scratch. neither of them are really polite, but you might get away with the discreet scratch,

Not unless you're a primate. No one wants to see you scratch that junk like you got bad case of, oh, how did Paris and her friends refer to it.... FIRECROTCH. It's unflattering. Go to the bathroom and scratch the boys if you must. No one cares that you have a penis and testicles.

It figures that as soon as I read this question, I would have an itch on the back of my neck! lol

I think as long as you do it subtlely (sp?) it's not a problem... now if you have major skin-crawling I would take care of that in a private area!
