Use any OCR software like FineReader or TextBridge.
Generally all scanners comes along with this type of software.
Just use them.

You will need a OCR program (Optical Character Recognition). An OCR program, rather than scanning in as a picture, attempts to actually read the words on a page on read them in as text. Check the CD that came with your scanner (or the web site of the maker). You will probably have an OCR program included with the scanner.

if its not clear then OCR may not help u either. u will need to sharpen the image before u run the OCR or u will get spelling typos.

if you use scanner,,,you can choose text format before scan,,then result will be text and you can open in WORD,also you can make pdf format with scanner..,,,try it....

Type it in Word. Other than that, well...what you mentioned is impossible as far as I know.
Edit : Sorry I just read the guys above me. He sounds pretty confident, and I guess its worth a shot.
