It depends on the underlying reason. For example, if someone has hit your stationary car and you know the number of the offending car you can either go to the police or write to the DVLA who will furnish the owners details. They are obliged by law to do so. The address of the DVLA can be found on their site. Incidentally, if you are curious about cars you used to own years ago you can find out if they are still alive by going here. It is a trip down memory lane!

what are you planning on doing when you find this man?
The law system is not good and the police could not as you say do anything about it.
I am afraid you will just have to forget about this incident, you cannot take the law into your own hands.

The police can, and the DVLA can, so either you need to persuade them to give you the info, or you need a friend on the inside. Maybe a professional hacker could help?

no, not that I know of, but here in NJ we still report it & this way if a lot of people call about that same person the police will have a record of the reckless driver , if enough people call about it they will look into the problem. Good luck

Some times they will do a totle search and contact the last known about contacting you. I did this with an ole 1947 Chev p.u. once.

you are wasting your time - the only people that can track then down is the police and they will not be interested as there was not actually an accident.
They are more interested in catching out an innocent motorist with a speed camera.
