Not 100% sure of what to do, have kitten milk, and eye dropper, been feeding it, its in a box with towel and a wheat pack... anything else i need?

It is definently 4 weeks old, its 1 of the kittens from our half feral cat. It's eaten a little solid food off my finger. Not sure about peeing and pooping as yet.

A ticking alarm clock is always helpful, it sound like the mother's heart. I found that keeping stuffed animals in the kitten box is also helpful, they tend not to be so lonely. Most pet stores do carry kitten bottles that make it much easier to feed the kitten, be prepared for scratches on your hand, as they naturally have to knead the mother's teat for the milk to dispense. This is instinct so be prepared. Although this is an incredible experience, the kitten will become very attached to the feeder, as it will believe your are the mother and it may become demanding of you.

You have to be like the kittens mother. After feedings with the eye dropper you will need to wash the kitten with a warm damp cloth. You will also need to stimulate the kitten so that it will urinate and defecate. With the same damp cloth you need to rub its behind until it does it business. Make sure that you keep it warm, I put a heating pad on low covered with a towel in the box.
Good luck. When I found my Tigger cat he was 1 day old, the vet told me not to get attached because he wouldn't survive. Tigger lived for about 8 years.

If it is really 4 weeks old it should be moving onto solids. Encourage this by feeding them a bland cat food... loaf style meats or plain tuna are good. You can add some water to make it sloppy and encourage it to eat.
If it is younger and needs the bottle, then feed it as required... it will let you know when it is hungry.
If it isn't going to the toilet on its own you will need to encourage the process, just like a mother cat would. You can do this by rubbing some paper towel over its genetalia, mimicking the fel of the mother cats tongue.
Otherwise, keep it warm, and just give it plenty of love. Good luck.

Do not feed it plain tuna, it has Mercury in it and will make her sick not to mention what it will do in the long run.
