If you can't spare the time, stick 'em in front of the telly or give them a book to read.

If you have got time you could:
Do some cooking (cakes and biscuits are pretty simple really)
Read some stories
Play a game (something like Junior Cranium or twister to keep them amused)

Or, if you have a cool streak:
Invite friends round and start a betting syndicate on which kid will win. Maybe some boxing gloves would be a good idea.

If your kids spend a lot of time together, try to set them up with an activity they can do alone. Maybe kid #1 likes to color, and kid #2 likes to read books...etc. Or, organize family games like a nice board game, cards, video together, bake cookies or other favorite dessert, etc. You can always take them out if where you live tends to be rainy and dreary a lot this time of year. Go to the library, kids of all ages will benefit from this treat. Maybe even the mall, or visit a friend you haven't seen for awhile.
Just remember to keep them busy and they won't fight as much.

teach them something new!

~bake something, like cookies or gingerbreadmen and gingerbreadgirls. After this, you can all cuddle under some warm blankets and read some books together or just chat.

~introduce them to the art of snowflake making----painting those big coffee-filters with watercolors and then cutting out pretty designs. You can take that time to talk to them about the color wheel. Make it a learning experience!

~Teach them anything you can think of, even if it seems too advanced for them. It's good for them to hear things they can begin to process at a young age. You can bring this teaching into anything you decide to do on these rainy days.

Have fun :D!

Get them hobbies. Try getting them involved in something they're interested in, the harder the better. If you can drive them to a school, I'd recommend martial arts. Indoor sports is good as well. A pingpong table comes to mind. The point here is to try and tire them out. Kids are less belligerent when they have no energy.

Tell them to stop fighting!?!

Get them to make something or do some kind of game that gives them exercise.

Let them play computer games for a while if they get tired then when they liven up a bit then play some more physical games, its not just good for them its good for you too!!... I've seen an indoor hopscotch, for about 5 quid in Asda.

Read to them or ask them to read to you in turns.

Buy them a rain coat each a pair of wellies and let them play out in it...

Don't you just hate days like that?
What I would sometimes do is give them some bankets and let the build tents, we would put the blankets over furniture and they would have tunnels, they loved it and would keep them busy for hours, I would let them eat their lunch like they were camping.
You could also have a bag put away filled with inexpensive crafts that only come out on rainy days.

I usually keep baking kits to hand (i.e. Barbie Fairy cakes,Dora Star cakes,Dinosaur cookies,etc...) and let my daughter do a bit of baking-which she really enjoys! We also play board games, watch a DVD,or I give her loads of scrap paper so she can draw or 'write letters'. Dancing with them to fun music is always good for letting them get all that energy out!
