was more like a light run, I was in my car,so didnt have the chance to tell them,but the dog was wearing a muzzel leash, but dont dog breath half though there mouth, and dont dont the leash instruction tell them?

It's called a halite, it stops a dog pulling on the lead almost completely, it's not cruel it's recommended by dog trainers and vets, They can still open their mouths to drink and all that, so don't be concerned, the guy obviously knew what he was doing.

Most muzzels allow for the dog's mouth to open but just not enought to bite someone.

What you saw was most likely one of a number of head collars. These aren't muzzles and they don't restrict breathing (which is through the nose BTW) and they allow the mouth to open for panting. It's not cruel. It is simply another training tool people use. Think of it like a horse's halter.

I don't know about the instructions as I have never bought a muzzle. However, I would be concerned also. Dogs sweat through their mouths and paws. Maybe the owner was worried that the dog would bite someone? Or that he/she would speak.
