It's called jacklighting, and yes it is illegal. If you are a hunter you know this, you may not hunt after dusk or before dawn, that's illegal. Having a flashlight mounted would indicate you plan on hunting in the dark.

Why not? It is a must that you must positively identify who, or what you are shooting at, so the flashlight is a useful means to achieve this purpose.
