I don't think reading to yourself will do any good. It may even be counterproductive, because you will not be able to hear and correct your own mistakes. This way mistakes will unintentionally get stuck in your brain and the result will be negative instead of positive.
Reading is very good, but you NEED FEEDBACK!
If you cannot find somebody willing to listen to you and correct you, forget about this method. Stick to viewing and listening to English-language movies and TV programs.

Reading loud help in finding the right way of telling each word but silent, concentrated reading does help to know the meaning of what you read. To improve talking in English think the situations and thing in English first. listen keen to those who talk in English. try imitating them when you are alone.Do not hesitate to talk to people what you need to communicate to them.Look at their eyes as you talk and do understand what you say. As you speak, think various words that can be used to beautify your language. Do have a good referance dictionary to check meaning of wordswhich are not familiar to you. try using the phonetics with someone who know it.

It is better for you to read out loud, you can hear what you sound like and improve your accent...I was 9 years old when I came to US
and I learned mostly by watching TV and reading outloud at home. Also was encouraged in grammar school to read outloud.
So good luck, it works and in no time at all you'll improve your english grammar.
