Q2 --- the easiest way to add upside down ?'s and !'s is to switch your language input mode to Spanish.
Control Panel ----> Language and Regional Options ----> Languages ----> "Details" ----> "Add a Lanuage" ----> Select Spanish.

You will now be able to toggle between Spanish and English keyborad layouts.
