Some people have been very reluctant to pay the price of $97.
Some people have hesitated because they did not like the idea of paying $97.

You have to understand that the Americans are used to travelling to a large number of surrounding countries without a passport and they are surprised, now that they need a passport to travel, that such a small document costs so much!

It comes from training horses. If you are leading a horse along and it suddenly stops or won't go through a gate, when it stops that is called "balking."

Your sentence means that people were planning to buy the item but "balked" or stopped when they saw the price.

While I haven't renewed my passport in quite some time, that's probably about what it costs to get one nowadays... which is just a little expensive for the average person unless he plans to be travelling, in which case he needs the passport anyway.
