It's most likely your tongue. All the smell resides THERE, so you should buy either a tongue scraper, brush your tongue after brushing your teeth, or use mouthwash. I suggest the mouthwash and the tongue scraper because they're more effective. If you hate the burning sensation of mouthwash like Listerine and Scope, then you can try Crest, which doesn't use alcohol, so it doesn't burn.
Remember! Brush 3 times a day, 3 minutes each!

The odors from garlic and onions enter your blood stream and then it takes a couple of DAYS before you breathe it all off. As you do this, you will continue to have bad breath. I have read a lot of answers here saying to eat parsley to get rid of garlic breath, but I have no personal experience with this. Try it.

First off I would invest in a tongue scrapper. Bad breath often lingers around your tongue and brushing isn't always enough. Second you should go see a dentist because you may have gingavitus. (Sorry for mispellings... on my phone and it's hard to type)

Try flossing your teeth also. You might have gum disease. Or it is possible that you have a decayed tooth. Might want to check with a dentist.
