Now, it's not the most tactfully-phrased compliment, I'll admit. 'Better' just doesn't cut it from another female, for one thing... and I would have been 'a little offended' myself... :) "Your hair is looking great these days" would have been preferable even had there been absolutely no change, right?
However, even if your daughter is a wonderful stylist and your cut and colour have stayed the same for six months - there are natural variations from week to week, as any woman who has ever had 'a bad hair day' knows!
Possibly a couple of weeks ago she saw you in a different situation: at the end of the day, or just before your cycle when your hair was oilier, or when it was wind-blown - or it might simply have been that you were wearing a less flattering colour or no makeup. Some people chalk up any change in a person's appearance to their hairstyle, you know!
I'd just assume that your acquaintance meant to be friendly and proffer a compliment (albeit a heavy-handed one) on your 'improved' appearance the second time she saw you. In which case Miss Manners informs us that the proper response is always, sweetly, "Thank you!"

Perhaps it just looked different to her, like maybe it had little more of something or the way the light hit it appealed.
I wouldn't have really thought much about it.
