You could have made your question a little less confusing. The answer is yes, but it depends on several factors. If he has more muscle than the skinnier man, and is also not obese, then quite possibly yes. HTH : )

You can readily see the muscle size and definition on someone with a low bodyfat percentage. Someone with higher bodyfat might not look as buff, but could still be stronger.

If you weigh 150 with 10% bodyfat, that's 135 pounds of lean body mass.

Someone who weighs 200 pounds with 20% bodyfat won't look cut, but will still have 160 pounds of lean body mass. (That doesn't automatically mean the heavier person is stronger, but it is a big difference.)
