Why?! He is EXTREMELY underweight at 62 pounds!
He needs to go to the doctor to see why he weighs so little and to gain weight.
Gastric bypass is surgery for very overweight people. He does not need that!

Well, he would be dead if he was 62lb and 5ft10, so I assume you mean 620lb, in which case yes he would certainly be eligible for gastric bypass surgery. HTH.
