in the us anyone that has 3 followers can qualify as a religious leader. they can then seek the legal rights to ordain themselves.
which is rather easy. all you need is a Not for profit religious federal status. it is a little paperwork.
then there is the Universal life church. they can legally ordain anyone at any time. and that puts you in a position of having all of the legal rights to preform marriages and funerals and any duty of the office of minister.
many pagans get this ordination just for the legal side of things.

Anyone can ordain to a ministry. It is a mere formality, like granting a diploma. But only God can ordain to priesthood. Valid priesthood can be conferred only in a lineage where God Himself ordained the first priests.

anyone can ordain anyone. but a student is no better than there teacher. it's just like you can go to any college but you will be judged by what college you go to.
