Left click and hold on a blank space on the task bar, then drag and drop it to the bottom where it usually is. If the taskbar doesn't move, you will have to "unlock it." To do this right click on the task bar, a menu will appear, uncheck "Lock the taskbar." Best of luck.

If your using Windows XP you need to right click on the taskbar itself and select unlock if it is locked. Then simply left clicking and holding the mouse, you should be able to drag it to the bottom of your screen. Good luck!
