If your brother has a phobia of dogs, most likley there is a reason. If he is willing, try to get him around small, quiet, old aged dogs, whereas they are very calm. Once he is ok with small dogs, get him around larger dogs until he realizes there is nothing to be afraid of. If he is young, teach him the proper way to handle, approach, and touch a dog. I was bitten by a large dog when I was a kid and I was scared for a while, but my parents did all of those steps and now I love dogs very much. I hope this helps!

Just some suggestions of calmer breeds :)
Small-
pug
dachshund
bulldog

Med.-
Springer spaniel
bullmastiff

Large-
Shetland sheepdog
german shepherd
American staffordshire terrier
Lab (old aged, NOT puppies!)

You could see if he would like to go see the OLDER dogs at rescue shelters. They would not be as lively as puppies and are easier to take care of. If he likes the OLDER, calmer dogs; maybe rescuing one would be a good idea. You would be getting a dog (what you want) and saving the life of an old, homeless dog.

If your brother doesn't like any of the calmer dogs there, maybe consider a cat? You could rescue an older one from the shelter, too. It would be great to save a life of a homeless animal. They are generally much easier to look after and don't cost as much as dogs do, overall.

Not a cat person? You could always look at fish, rats (if your mum is OK with them - they make great pets), rabbits or guinea pigs.

Have you considered a fish? Betas are very simple to keep and don't take a big tank. All you need is a one gallon bowl. If you had a dog before, why can't you get another one? Or do you still have the dog and your family is making that your maximum?

How old are you? If it were just your brother, I'd say the only way to get over a fear is for him to face it, but mom is a tough hurdle. Hmm.... is HER mom, or dad still around? Have them give you a puppy for Christmas... that is the one weakness of most parents... And keep the pup cleaned up after so she can't object!

How about caged small animals?

Rats make FANTASTIC pets! They are not that messy, and much like a dog- they are very social, smart, and cuddly!! Look into it! :o)
