You rub the oil on the turkey skin, and you shake a tablespoon of flour inside the bag to coat the inside of the bag. (I assume you are talking about the turkey cooking bags.)

You do not even have to put oil on it. Just put it in the plastic oven bag with a little flour in the bag, cut a few slits in the bag for venting and twist the bags shut and put the bag tie around it. They come out beautiful. I am assuming you are talking about the Reynolds food bags. Its a no fail way to cook a turkey.

You could put some veggies and or herbs like Rosemary or Thyme for added flavor. If putting in veggies I would stick to carrots and a onion and they will add flavor to the juices. I would only add oil if the baking bag calls for it and then I would probably rub it all over the turkey.

I would recommend also putting salt and pepper (garlic salt is great too) and even some Adobo (all-purpose seasoning) on the skin prior to roasting in the bag. I've done this as well with chicken and have thrown cut-up potatoes, carrots and onions in the bag around the bird as well, this way the veggies soak up the juices. Any savory spices you like should work nicely on the skin.
