Depends on the state, in PA you can pass on the right. You can get a ticket in you stay in the far left lane to long. No passing on the shoulders either lane. Far right lane is always for slower traffic and traffic coming onto the highway.

Not as long as you are still in a traffic lane. You may not use the shoulder to pass at any time.

not usuall illegal but it is kinda rude. Rude to not move over to the right if you're holding up traffic though too

In New York State, Yes it is. Many other states have similar laws.

not if your in one of the main lanes of the free way but its illegal to pass on the right side shoulder lane of it,I'm assuming your talking about one of the main lanes on it ,but no if its one of the free way lanes you can pass on it,,good luck,i hope this help,s.
