telling them directly is the better way but sometimes action speak louder than words ! Too frank may scared them off also so it depend on situation n the type of person you are dealing with.
I personally think that action should do , example : show that you really care about their everything[emotion/health/well being/financial condition etc] No point in saying 'i love you' but forgot about their birthday ! Instead you could send them a gift/card with your own hand writing of 'i love you' that would surely melts their heart !
Holding hand while road crossing to lead them over is just showing how much you cares n applying sun-block on them by you during a beach outing just worked wonder n the list go on.

Guess tell them. I mean if u really like him/her be open and say it rite away before its too late LOL.
