Do your best to screen the families, and make sure that they aren't getting the puppies purely for a christmas gift. That's a recipe for disaster. But best overall is just a good gut feeling. This is not the place to find the family. Ask friends and relatives if they know of anyone.

The best thing that I found out with puppies, is to make sure that you charge people for them. If they are free, the person might not care what happens to them. If they have to pay for them, they don't want to lose money if the animal gets sick and end up being dead.
I sell one litter of pug puppies a year, and I get the phone number and e-mail of the people who buy them. The new owners keep in touch with me, and sometimes sends me pictures of them.
This summer, I ran an add in the local paper to give away Corky, a Corgi X border collie that wouldn't stop killing my chickens. The lady who took him had kids, kept him in the house, and even bought him back to see me once. I found out last week from her neighbor that this woman was letting him run loose, and animal control took him away. I hope that he was adopted out, and not destroyed.

Contact the nearest Pug rescue.... they screen their potential adopters and might hook you up with some people who meet their criteria.
