Why not? It is possible. It depends very much on what goes into the california rolls.

I am allergic to all shellfish but am not allergic to fish. So if the california rolls have no shellfish in them, then no problem!

Is it like:

I eat fish.
I'm allergic to fish.
I eat fish.
I'm allergic to fish.

Or is it like:
I'm not allergic to fish.
I'm allergic to fish.

Choice A) They could either be lieing or they're allergic to something other than the fish, liek a seasoning that wasn't used the most recent time they ate it, so they just assume they're not allergic anymore.

Choice B) It could have developed over time.

Some people that aren't highly allergic to something can handle a small amount of it without having symptoms. It is one way doctors test food allergies on adults

When she said sometimes maybe she meant some types. There are people that are severly allergic to shellfish (crab, lobster, etc) but can still eat fish.

You either are or aren't allergic to something.

you can be allergic to certain fishes or shellfishes and not others. i'm allergic to fish, but i can eat clam chowder. my niece is allergic to tuna, but can eat flounder. if you are allergic to any seafood, it is always best to err on the side of caution and avoid all of it if possible.

You can not be allergic to anything, sometimes. You can have reactions that very in severity but it's not because you aren't allergic to it at that time. She is pulling your leg.
