I guess the first proper response would be "What type of restaurant are you looking for?" or "What type of food are you looking for?" If they barely speak any English, I think it would be proper to point them in the direction of a Chinese restaurant because even if they are in the mood to try food from another country (rather than Chinese food), there may be someone in or around the Chinese restaurant who speaks the same language who can point them in the direction of the type of food they would like to eat.

Let's see, if you're an American, can I assume all you want is McDonald's? Or if you're French, can I assume you only want a French restaurant?

No, it's not proper unless that's what they explicitly ask for. Find out first what they want or rattle off a variety of places. I wouldn't find it improper to list it with other places you'd recommend, though.

Well since they are Chinese you can assume that they eat Chinese food at home so why not recommend something different?

Absolutely fine. It shows you are familiar with Chinese food.

Yes, I returned home to my family (in China) after studying overseas in Europe for 8 years. Apart from my own cooking nothing tasted as good as from home, when I returned home we celebrated in Beijing finest it was good, my friends reccommended. But i still much prefer my local village restaurant.

Ask what type of food he/she/they want to eat, then give them the name and location of whatever type of food they are interested in eating.

No, you should probably just ask what type of food they would like first and then you can recommend somewhere.
