Is it the staff, service, equipment, atmosphere?

One that makes you want to keep coming back. You want plenty of variety so you can mix it up each time. To get new clients you need approachable staff - no one wants to ask how to use something if they are new to a gym and the staff aren't welcoming. Make sure you cater for everyone - a variety of cardio and weights plus classes that are high and low intensity. Make the place look open and inviting and make people want to be there - the best advertising is word of mouth from people who are impressed with what you offer.

Variation and selection of cardio and weight training equipment. You also need to get a system going so the gym flows smoothly and of course you need a helpful and cheerful staff that won't make your customers fear or feel uncomfortable.

A bunch of other stuff that is way too much to type.

Good equipment is nice. I look for cleaning supplies. I have gone to golds gym b/f and they have cleaning rags everywhere to stop the spread of diseases. THis is important to me.... However a gym is only good for you if it has what you like.

Say you like yoga classes and a gym in particular does not offer yoga, then this isnt the gym for you. Get what I mean? The gym needs to offer the equipment , supplies, classes you desire to be a good gym
