The best way is living in the country where use language that you want to learn, since learning culture at the same time is the easiest to learn foreign language.
If you are looking for less expensive way, go out and find some native speakers and try to hanging with them.

Learn from your friends who speaks different languages and check some books on other languages.

Of course the best way is to immerse yourself completely in the language, but that's probably not free...
An alternative is to check out the Pimsleur CDs or tapes for the language you want to learn from the library. The Pimsleur system is designed for learning to SPEAK (rather than write) the language. They have 3 levels of advanced learning (that's 90 lessons). It's basically listen and repeat, or listen and answer questions. But if you are the kind of person who learns well by listening, then this is the system for you. It worked brilliantly for me with Russian: good accent, good vocab.

meet someone who speaks the language you are interested in and cant speak yours, carry a pocket encyclopedia to help you along. it helps if your communication with the person is essential, such as work, etc. it also helps if they are patient and want to learn your lingua as well. I learned two languages this way, it really works.
