I am not sure if they are available in Canada, but a underrated car that can be had relatively cheap in the US is the Geo/Chevy Prizm. It is essentially a Toyota Corolla and by having a Geo/Chevrolet badge on the hood, it sells for 20% or more less than an equivalent Corolla.
I do agree with the others that you probably are not going to find a car that meets all your criteria. You are going to have to give on at least one, probably two of your requirements.
If the budget is set, you are going to probably have to settle for something older with more miles. My suggestion of a Prizm holds true for older models with higher miles as well.
Pesky Toyota reliability without the pesky Toyota resale value.

Well, for that sort of coin you will need a very large down-payment. I don't think you wil find a car with less than 50K's, with a 3 year term at $150! For even a low-end, off-shore el'cheapo, you'll be well over $300 / month!
For $150/month, you should look at something 10 years or older with 120k's ++

kia there cheap and you can get into one that has 20 thousand miles and arournd a 2005 2006 for around 7000 or less if you look around its not gonna be real fancy but 100,000 mile warranty and from what i hear there not bad cars for the money you can pick up a new one between 9000 and 15000 you cant go wrong

A Ford Ranger pickup. You may not find one quite that new or with so few miles.
But they are dependable, easy to fix, and parts and people that know how to fix them are everywhere.
