Generally within the alternative sexual lifestyles community, (Leather/BDSM/Fetish ) "Spanksgiving" is a gathering for those within the community. It could be a Fetish Ball, Play Party, so on and so forth. They are very adult oriented gatherings, giving those within the community a time to share this special time of year with their lifestyler friends/peers.
As for is it strange you asked..... Not one bit... Remember that consenting adults are the makeup of these functions/gatherings.. And as consenting adults, their individuality, privacy and more concerning the lifestyle, should be respected.
It might not be your cup of tea, per se or someone elses but, it might be theirs and for that they should be given that respect.

Your question seems to ask whether it is strange. Yes - It is strange. It is not normal. Unless you want something done you might have to talk to someone (qualified) about this behaviour.
