Do the councils and creeds of the Christian church mark the beginning of the beliefs described therein or do they make official a belief already held?

They make official the beliefs debated and agreed upon by those gathered. Note that all the creeds where written before women has a voice, and that before the meeting not everyone agreed, there was compromise, votes ... and then an agreement. I sometimes wonder if vote was a good way to determine interpretation and belief.
