Yes, reports are taken from minors all the time. Remember though, false statements to a Peace officer is an arrestable
offense.

An ADULT GUARDIAN can file the report for the minor. If the complaint is against one or both parents, then it is advisable to have someone from school, say a guidance counsellor or teacher, or another family member who can be trusted by the minor, act on the minor's behalf.
