I want to care for the environment and respect my neighbors. I have picked it up in plastic bags and thrown it in the garbage but I feel it will take 1,000 years to decompose. I have left it in the middle of the street and let the cars turn it into fertilizer. Can you suggest a better way?

You can spread lime over it to kill any odor and let it dry out and decompose naturally in a few days. The lime and the poop will make good fertilizer for the yard.

You can find bags that are biodegradable, although some require sunlight to break down. Hard to do in a landfill [and of course, in a plastic garbage bag]. Composting is an option, either for your garden, a municipal project, nearby farm, etc. If you aren't composting other things already, you can make an even larger difference than just poop!

Flush it down the toilet, and process it with the human poop!
