Oh, I had a guy like that for me. I noticed, and decided to talk to him a bit, because he was shy (this I learned from his friends.) I talked to him a bit when he walked home my way, said hi to him in the halls, and it turns out he wasn't a player, just really shy. I had to do all the steps, but, that's okay. I'm glad I did.
All you have to do is talk to him about anything. "Hey, did you get the homework..?" "When is the test?" "Did you see that movie? I don't know if it's good or not."
Just make sure that you follow your gut. From my expierience, its usually right.

He could be shy, that is normal. A lot of guys also don't know how to talk to girls. He could be a player, hard to tell from far away.
You could just bump into him or drop something by him so he can pick it up. Or you can just walk up and say 'hi'. If your into the drama, you can even ask a Friend to ask his Friend to ask to see you and such
