Parents are the blame if a 20 year old is living at with them, not working or contributing anything to the household. Best thing a parent can do is give the a date and tell them they have to get a place of their own. It's time for them to grow up and get a life.

Some, but not all the blame on the parents, the person is an adult, they make their own choices at this point. If they live with their parents, the parents have a say so, and need to speak up or help them, to a point.

Not just the parents. I find it's rare for an 18 year old to really know what they want to do with their lives. Then send them off to college for a year or so and they discover what they thought they wanted to do isn't what they thought it was?
It's understandable for 18-22 year old's to be a bit lost. Our schools don't do much to educate students on the variety of job opportunities or careers out there. I think if young adults had a better understanding that there is a way to earn a living doing what you love, whatever that is, then they would be more prepared when it comes time to be on their own.

Partially, but also the educational system and peer groups. If the young adult isn't doing anything special, a remedial course in English might be a good idea.

To a certain point. Parents are supposed to from a young age install values into their children. My son is only 2, but he is now starting to learn to pick up toys, clothes, etc. Too many parents wait until their kids are teens before trying to get them to do chores and by then it is too late. By having young children do chores it gives them a sense of accomplishment of doing a good job, and it teaches them that no one is going to give them a free ride.

Nope. I'm 22 and I've got more going on than I can handle at times. You have to find that motivation for yourself, it's not your parents responsibility to provide it once you reach adulthood.
