They do. My identity was stolen many years ago and the bank fraud investigators and the credit card investigators tracked her down and she was prosecuted by her local state attorney.

First of all, law enforcement/bank fraud investigators don't prosecute anything. That is the job of the District Attorney's office, they prosecute crimes. The investigators investigate the crime and they tell the District Attorney what they have. The District Attorney decides if the investigator has enough to try and prosecute the person. If they feel the investigator does then they prosecute, if they don't they don't.

It is so intensive to prosecute an ID theft. One case could potentially be a 2 inch thick binder of information. Then, after exhausting 40 hours to build the case, the suspect gets probation or even a couple months. There are many ways to protect both ID and credit cards fraud but the companies don't care to initiate them. It's easier for insurance to cover the loss and the individual to handle the after effects.

Actually, we DO prosecute illegal immigrants with stolen IDs. I worked for prosecution for six years, and they had cases like that all the time. Most of them faced jail, fines, and usually deportation. So are you suggesting that we should stop prosecuting ID theft, which is a much larger and more expensive crime that can destroy the lives of any single person in the United States?
