i am not entitle the school grant for cloths and a friend told me that the police help you with coats and shoes from there funds

No, sorry - the police don't give money to individuals.
What happens is that the money raised from selling off unclaimed property is given to local organisations and charities to support their work.
You need to talk with the DSS or Social Services - or the school itself which may be able to help you.

Don't know where you heard that one. Try Salvation Army for 'cloths'. You might even get some clothes.
