Most definitely he does...if he is flirting then he likes you. Ask him if he does or just ask him out, he may be too shy to just ask you so take the pressure off him and tell him you like him first.
When we're young nobody wants to make the first move, but you know what if someone doesn't then there will be nothing more, so make the first move and go for it...

depends, if he is like one of your best friends then probably not but if you hardly ever talk to him then maybe but he might just wanted a hug b/c I hug most of my guy friends and I have a boyfriend
