Since this is in the toddler cat. I am assuming the "guy" is probably under 3 . Yes, a lot of them at that age are biters. My grandson who was an angel did a lot of biting and after awhile that phase went south .Meanwhile we got phone calls from the caregivers.

This is a normal phase of toddlerhood so yes it's normal. Tolerating it is not. Your child (or the other one) needs to be told it's not ok to do that.
