If you have a valid driver's license you might be able to go to your local social security administration and explain your problem and ask them if they are able to tell you the city you were born in, as that info is likely on your NUMIDENT (the record of your number). They might not be allowed to give that to you, but if you have proper ID and know your mother's maiden name, etc. they just might be able to help you!

Once you get the city, you could look up the county.

That would be very difficult since birth records are recorded by counties. If it is a small state you could write to every county with your name, parents names, and date of birth and ask if they have any records. If you know of any schools you attended as a child they may have records.
