An enclave is an area or region that is closed off from the surrounding area. Think of a gated community or neighborhood. It has a wall around it, and only the people who live there or their guests can get in. That's an enclave.

An enclave for the wealthy might be just that - a gated community, or a town where only the wealthy can afford to live there. Carmel California is supposed to be that way, but I couldn't say for sure - I've never been there.

Another use of the phrase might be an investment opportunity. Suppose someone starts a new mutual fund, and requires new investors to invest at least 1 million dollars in order to take part. Then this phrase would fit this case - you must be wealthy to take part.

I have never heard the other phrase.
