I am from Singapore, if Royal Mail does not have a clue, I would think that the people are very shallow, given that we have good relations with the uk. We held some major projects like the IMF and recently the gems tv in uk sold their IPO here to the public. Did you also know Singapore used to be under Malaysia, it got its independent in 1965.

Is this a riddle? I think Singapore is split into districts, so I guess 'part 1' would be district 1, the old colonial centre.
If this isn't a riddle, and you are asking where Singapore is, then buy a ticket to somewhere in Australasia. You'll almost certainly stop off in Singapore Airport, which gives you a good-ish indication of what the rest of the island is like.
Part 2 Answer:
Are you asking us if we know where Singapore is? Or are you asking us where part one is? Or is the 'Part 1' simply referring to a two part question? Or are you just having a moan about the royal mail (which would be fair enough, I'm forever getting mail for the same road number on a road round the corner, so I assume my mail goes to them, maybe I should move there without telling anybody, so I'd get my own mail at last)?

Singapore an island, city and country (all wrapped into one) which is located in South East Asia, just north of the equator. It is sandwiched between Malaysia and Indonesia.
The national languages are English (first language and the language of commerce), Malay, Mandarin and Tamil.
I am surprised that the Royal Mail can be so ignorant though as Singapore is one of the more popular SE Asian countries.
