Because there are glands there called anal sacs which send out loads of information about the dog and its how they check each other out. It goes on their poo too which is why they like to sniff that.

dogs sniff other dogs butts cuz thats the way the greet each other. like people shake hands or give hugs- dogs sniff, disgusting huh?

All the dogs went to a convention and were told to hang their butts on the hat stand. In the hall somebody shouted fire and the dogs ran out and grabbed the first butt they saw. Since then they have been trying to find their own, hence the reason why they go around smelling other dogs butts.
