Why are legal documents often written on paper that is 3 inches longer than standard length paper?

I read this somewhere - it has to do with the fact that everything is set up for 11 inch paper, and it was all typed on down to the bottom margin, so there was not enough room left at the bottom of the page to put a stamp or seal and a notary signature, and extra things like that. So now, when they use the 14 inch paper, they type on it like it is still 11 inches long, and thus there is blank space left at the bottom for the courts or whoever to add stamps and raised seals and other legally required information.
